Downtown Lighting Master Plan

Next Steps

To complete the Lighting Plan, CCDC is working with the City of San Diego Environmental Service Department, SDG&E and the lighting consultant team led by Tucker Sadler Architects to complete the following tasks:

Energy efficiency lighting guidelines – Techniques for luminance levels and ranges for the lighting of both residential and commercial buildings and areas in downtown.

Energy efficient street and pedestrian light fixtures – Develop guidelines, metrics and benchmarks to integrate new energy-efficient light fixtures (LED, for example) that will be used to light fixtures cited in the Streetscape Manual.

SDGE incentive and rebate programs – Pair programs with portions of the Lighting Plan and specific lighting design guidelines.

Pilot projects – Identify up to three pilot projects as candidates for field studies, which would be part of the SDGE Emerging Technologies Program.

Refine lighting guidelines – Develop lighting specifics for downtown neighborhoods based on findings from the SDGE task.

Refine images and illustrations – Develop diagrams that represent lighting techniques and the various components of light (safety, character, signature) and the area of light on the building (streetwall, mid-building, crown) as applicable to each downtown neighborhood.

Outline regulatory language – Develop policy language for future updates to the PDO, Streetscape Manual and Land Development Code (Outdoor Lighting Ordinance) that define reductions in light pollution, glare, lighting efficiency and energy efficient light fixtures.

Public Outreach – Solicit public input by conducting two Advisory Committee meetings and one public open house.
