The following summarizes Wednesday’s meeting:
Homeless Service Center Negotiations Recommended by Board
The Board recommended that the Redevelopment Agency approve the proposed Exclusive Negotiation Agreement with Connections Housing Downtown, L.P. for rehabilitation and operation of the World Trade Center building, located at 1250 Sixth Avenue, for a homeless service center and housing facility. The developer has proposed a one-stop service center with a medical clinic, 150 interim housing beds and 75 permanent supportive housing units to meet the needs of homeless individuals. Additionally, the board recommended the Agency enter into negotiations with the City regarding the acquisition of both the World Trade Center building and the adjacent parking structure. The Board also added additional provisions to their motion, including assuring that the surrounding business community would be guaranteed one or two seats on the Neighborhood Advisory Committee (to be established) and identifying a budget for an ongoing neighborhood protection plan. Request to Bid Interim Leash-Free Dog park and Parking Lot Improvements
The Board recommended that the Redevelopment Agency and City Council authorize CCDC to advertise and receive bids for the development of an Interim Leash-Free Dog Park and Parking Lot Improvements and award the construction contract within the established budget. The project, located at the block bounded by G Street, Park Boulevard, Market Street and Eleventh Avenue in East Village, will address the immediate need for a leash-free dog park in downtown. The 16,500 square-foot park would include separate areas for large and small dogs, seating, shade structures, lighting and drinking fountains. (Vote 6-0 with Director Black abstaining). Focus on Downtown Façade Improvement Program Amendments
The Board recommended that the Redevelopment Agency approve amendments to the Focus on Downtown Façade Improvement Program. The program was created in 1995 to assist property and business owners with subsidies and free design assistance to rehabilitate commercial facades. The proposed amendments include increasing the maximum loan amounts, reducing the matching requirements, creating the Asian Pacific Historic District Focus Area and replacing the C Street Focus Area with the Broadway Focus Area. Wayfinding Design Signage Concept Approved by Board
The Board approved the final design concept to update and enhance the existing downtown wayfinding signage. The new signs will improve visibility and guidance and facilitate a visitor-friendly experience for walking, cycling, efficient vehicle use and parking. The integrated wayfinding design will also connect visitors to popular destinations in and around downtown San Diego including waterfront parks and marinas, cruise ship terminals, the Gaslamp Quarter, Little Italy, PETCO Park, East Village, Horton Plaza, Balboa Park and more. Balboa Theatre Lease Agreement Amendment Recommended by Board
The Board recommended that the Redevelopment Agency approve the proposed amendment to the current Lease Agreement with San Diego Theatres, Inc. for operation and management of the historic Balboa Theater. If approved, the Agency will accept responsibility for the payment of the Capacity Reservation Charge (chilled water supply service). (Vote 6-0 with Director Black abstaining).
