Background

Over the past 30 years, the redevelopment of downtown San Diego has had a dramatic impact on its economy and quality of life. The Navy Broadway Complex project is one of the most exciting redevelopment opportunities in downtown. It anchors the $230 million North Embarcadero Visionary Plan to rebuild the public space from the airport to Seaport Village, creating a grand esplanade and adding more than 12 acres of new waterfront plazas and park lands. Other projects in the area will also contribute open space that will eventually give the public at least 28 acres on and near the Bay.

The City of San Diego and the Department of the Navy have a long history of cooperation. Much of the downtown waterfront was formerly Navy property, which has been adaptively reused to benefit both the Navy and the City. The transfer of Navy Field on the South Embarcadero area enabled the Navy to expand Naval Station San Diego, adding new piers and training facilities. The City was able to use that land for important public and private developments, including the state-of-the-art San Diego Convention Center, waterfront hotels and public parks. Most recently, the conveyance of the Navy Pier from the Navy to the Port of San Diego assisted in establishing the USS Midway Naval Museum, which in its first year attracted more than one million visitors.

CCDC Authority and Role

The 1992 Development Agreement gives CCDC the authority to act on behalf of the City of San Diego to realize extraordinary and significant community-wide urban design benefits not otherwise available where development takes place on federal property. CCDC will handle the design review and public workshops and hearings to ensure consistency with the Agreement and the North Embarcadero Visionary Plan, including scale and building materials. This enables the Navy to leverage CCDC's expertise and ensure the final project reflects a shared vision that fits seamlessly into the surrounding community.

North Embarcadero Visionary Plan

The North Embarcadero Visionary Plan (NEVP) will transform the esplanade and adjacent streets to make downtown San Diego's western waterfront as magnificent as Balboa Park or Mission Bay. It is one of the last major urban waterfront redevelopment opportunities in North America. The design, which was the result of many public workshops and hearings, calls for 6.5 acres of gardens, 5 acres of plaza area and more than 1,700 trees. Because of its size and scale, implementation of the Plan will be in phases, spanning many years.
