Comprehensive Parking Plan Update

CCDC recently launched this update to the 1997 Downtown San Diego Comprehensive Parking Plan to guide long term parking strategies and programs. As an implementation project to the 2006 Downtown Community Plan and related Final Environmental Impact Report, all aspects of parking will be considered, including on-street parking, public and private structures and parking management.

Community discussion about successful parking strategies from other major downtowns and potential applications in downtown San Diego.

Background

In 1997, the San Diego City Council established the Community Parking Meter District Program, now the Community Parking District Program, to address parking supply and mobility issues in areas where parking meters are located. Community Parking District ("CPD") Advisory Boards for the three districts (Downtown, Uptown and Mid City) were created. The City Council designated CCDC as the Downtown Community Parking District Advisory Board. The districts goals are to increase the availability, supply and effective use of parking to its residents, visitors and employees.

The 1997 Comprehensive Downtown Parking Plan ("Plan") was developed in conjunction with the formation of the CPD, and is aimed at providing a proactive, comprehensive, and strategic parking program to get the most out of existing parking resources and to provide secure, long-term, and affordable public parking in downtown. The Plan outlined both short and long term goals by analyzing the existing and anticipated development and developed a supply and demand model based on that analysis. The Plan made several recommendations where to locate new parking facilities and time frames in which the new facilities should be built. Additionally the Plan recommended several other parking solutions to manage parking in downtown. Several elements of this plan have been addressed through the creation of new public parking facilities as well as improvements to parking inventories.

In February 2006, the City established new land use and growth policies for downtown by adopting the San Diego Downtown Community Plan, a revised Centre City Planned District Ordinance ("PDO"), and a Tenth Amendment to the Redevelopment Plan for the Centre City Redevelopment Project. The approval of these documents followed a four-year comprehensive planning process marked by considerable public input, interaction, and interest. Parking was an important issue to the downtown community, and the Community Plan Environmental Impact Report recognized that parking demand would likely outpace supply. As a result, the EIR contains a mitigation measure requiring CCDC to evaluate the parking supply and demand within the downtown area, as well as assess the amount of parking generated by downtown development in residential areas within a quarter mile radius of downtown.

In 2006 CCDC launched the update to the Downtown San Diego Comprehensive Parking Plan to guide the long-term parking strategies and programs. All aspects of parking will be considered, including on-street parking, public and private structures, and parking management. The New Comprehensive Parking Plan will emerge from an open planning process that addresses Downtown San Diego's unique urban environment.

Consultant Team

CCDC issued a Request for Proposal for the Comprehensive Parking Plan in January 2007. After reviewing proposals and interviewing teams, CCDC selected Wilbur Smith Associates, Inc., a transportation planning firm known for their successful, workable parking strategies in the downtowns of major U.S. cities. The Wilbur Smith Associates team includes EDAW for public participation, Keyser Marston Associates for real estate economics, Michael R. Kodama Planning Consultants for parking policy and innovative solutions, and Wilson & Company for local parking and transportation planning assistance.

Scope of Work

The Scope of Services for the project includes an inventory of existing parking within downtown and a quarter mile beyond the boundaries of downtown, the development of multiple supply and demand models through year 2030, analysis of parking management options, case studies of other relevant city's parking management strategies, and the development of the comprehensive parking plan.

Public Participation

The Comprehensive Parking Plan will emerge from an open planning process that address downtown San Diego's unique urban environment. Public input will play an essential role in the formulation of recommendations, programs and priorities for the Comprehensive Parking Plan. CCDC intends on holding a series of meeting to involve stakeholder as well as the public as a whole. Three public workshops will be held:
