Introduction

The Centre City Development Corporation (CCDC), on behalf of the City of San Diego ("City"), is seeking to select a well-qualified development partner for a public/private partnership with the City for the development of a new Civic Center and Mixed-Use Complex on four prime city blocks located in the heart of downtown San Diego. The development shall provide new administration facilities to the City and the opportunity for an exciting high-density urban mixed-use complex.

Developer Request for Proposals (By Invitation Only)

The two finalist developers, Hines and Gerding Edlen, are invited to respond to the Request for Developer Proposals. The RFP and its attachments may be downloaded here.

Developer Selection

In December, an independent multi-disciplinary committee selected the two best qualified developers from an original list of eight, to advance to the next phase of the selection process. The two firms, Gerding Edlen of Portland, Oregon and Hines of San Diego were selected by the committee for their exemplary track records in superior urban design, solid financial strength, commitment to sustainability and successful public-private partnerships.

The two finalists will now conduct site due diligence and participate in city-wide public outreach meetings while the City conducts its facilities needs assessment and economic analysis. Dates, times and locations of the public outreach meetings will be posted to this site and advertised as the information becomes available.

Background

Downtown – A Thriving Community

Downtown San Diego is evolving into one of the most exciting urban districts anywhere. Poised between sparkling San Diego Bay and Balboa Park—the largest cultural park in the country—and possessed of a balmy Mediterranean climate, downtown is ideally positioned as the center of regional economic, residential and cultural activity.

Downtown has experienced a renaissance from a state of blight and decline in the mid-1970s following significant redevelopment efforts that began with Horton Plaza and the Gaslamp Quarter in the 1980s. The continued success is evident in the vitality and energy of the area's streets, its emergence as a shopping and entertainment destination, and its booming residential growth—its current population is more than 30,000 and more than 8,500 housing units are under or pending construction. Inviting cultural attractions including museums, galleries, theaters, the opera and symphony are found throughout the several downtown neighborhoods.

Its position as a business, cultural and civic center is bolstered by major facilities, such as the San Diego Convention Center and PETCO Park (home of Major League Baseball's San Diego Padres), which draw millions of visitors each year and have spurred numerous hotel, commercial and service developments that support them. The past year has seen the re-emergence of downtown's waterfront as the focal point for future growth, with projects such as the North Embarcadero Visionary Plan, Lane Field and Cruise Ship Terminal, Navy Broadway Complex, Old Police Headquarters and Central Park, Hilton Convention Center Hotel and Harbor Drive Pedestrian Bridge creating an opportunity to significantly improve downtown's connection with San Diego Bay for area residents and visitors.

The world-class San Diego Convention Center continues to break annual attendance records with more than 65 conventions scheduled for the year ahead and expected attendance in excess of one million participants.

Public/Civic District – The Business and Government Center

The Civic Center Complex site is located within the Public/Civic District of downtown San Diego. The District serves as the center of downtown, both physically and functionally, where federal, state, county and city government offices combine with office, cultural, retail, hotel and residential activity.

A principal objective of the Downtown Community Plan is to reinforce the Civic/Core District as a center of business and civic activity for downtown and the region. Development of the subject site area is governed by the Downtown Community Plan and Centre City Planned District Ordinance ("PDO"). Both documents currently are undergoing amendments, which can be found and reviewed at http://www.ccdc.com/index.cfm/fuseaction/planning.related_amendments. The subject site is within the Public/Civic land use district, within an Employment Required (ER) overlay district.

For the Public/Civic District, the PDO establishes a permitted maximum Base FAR of 10.0, with a minimum FAR of 6.0. FAR bonuses may be earned or purchased as outlined in the PDO, up to a maximum FAR of 20.0. The maximum building height in this area is 500 feet above mean sea level (MSL). Development standards, including building heights, tower dimensions and parking requirements, are provided in the PDO.

Site Description

The site is a four-square-block property, approximately 6.1 noncontiguous acres in size, bound by Front Street, Third Avenue, A and C streets. The site currently contains five separate public structures: the City Administration Building ("CAB"), the San Diego Civic Theatre, the Convention and Performing Arts Center, the Evan Jones Parkade and the City Operations Building/ Development Services Center.

Submittal Schedule

The solicitation, receipt and evaluation of RFQ responses, and the process for selecting a development team/project concept, are anticipated to observe the following time frame:

Issuance of RFQ July 30, 2007
Presubmittal Conference 10:00 a.m. on September 6, 2007
Deadline for RFQ Submittal 4:00 p.m. on October 12, 2007
Selection of Semifinalist Teams November 2007
Public Outreach/Due Diligence Phase January through March 2008
Issuance of Developer RFP May 5, 2008
RFP Responses Due July 18, 2008
Public Review and Comment Phase July through August 2008
Staff Evaluation; Financial Feasibility July through August 2008
Presentations to CCDC Board September 2008
Selection of Development Partner by Mayor/City Council/Redevelopment Agency October 2008
