Centre City Development Corporation (CCDC)

Special Notes: CCDC’s regular meetings are held at City Hall in the City Council Chambers, 12th Floor, City Administration Building, 202 C St. The next meeting will be at 2 p.m. on Wednesday, September 19.

 The following summarizes Wednesday’s meeting:

 ACTION ITEMS

BOARD GRANTS CONSISTENCY FOR THE NAVY BROADWAY COMPLEX MASTER PLAN AND FOUND  PHASE 1 BUILDINGS ON BLOCKS 2 AND 3 CONSISTENT (Marina) The Board granted a consistency determination for the Navy Broadway Complex Master Plan, and found the Basic Concept/Schematic Design Drawings for the Phase 1 buildings on Blocks 2 and 3 to be consistent with the Development Plan and Urban Design Guidelines. Each building will come back before the Board for individual evaluation as the project moves forward.  (Vote: 4-1 with Director Cruz opposed and Treasurer Kilkenny and Secretary Raffesberger absent) To read the full staff report for item 10, click here.

BOARD RECOMMENDS SOURCE FOR FUNDING WINTER HOMELESS SHELTER (East Village) The Board recommended that the Agency approve the purchase of the San Diego Housing Commission’s 1st Trust Deed Note in the amount of $344,200 and execute an option to purchase the Hotel Metro Site located at 13th Street between Island Avenue and J Street, which would facilitate additional funds that would, with the San Diego Housing Commission, fund this year's Winter Homeless Shelter Program. Additionally, the Board encouraged both CCDC and the San Diego Housing Commission pursue a permanent source for funding of the shelter. BOARD RECOMMENDS ACCEPTANCE OF FUNDS FOR CHILDREN’S MUSEUM PARK (Marina) The Board recommended that the Agency accept funds in the amount of $417,775 from the San Diego Children’s Museum/Museo De Los Niños for construction of the park south of Island Avenue between Front and Union streets.The Board deferred park naming rights to the City Council. The one-acre park completes the King Promenade and provides a unique amenity for the downtown community and region as a whole. BOARD APPROVES NEW FUNDING ASSISTANCE PROGRAM FOR HEALTH AND HUMAN SERVICES AGENCIES (Centre City) The Board approved and issued a notice of funding to initiate the “Health and Human Services Capital Funding Assistance Program,” which will provide capital funding assistance to downtown social service agencies for relocation, rehabilitation, and/or expansion. Later this year, an online application will be posted on www.ccdc.com that agencies can use to submit proposals, requirements and other necessary information for funding (Vote: 5-0 with Treasurer Kilkenny and Secretary Raffesberger absent) To read the full staff report for item 7, click here.

BOARD RECOMMENDS ACTIONS FOR DOWNTOWN PARKING (General) The Board, acting as the Downtown Community Parking District, recommended several actions involving new rates, time limits and types of meters in downtown to increase utilization and revenues to improve downtown parking, through implementation of the Downtown Parking Management Group (DPMG) pilot program. BOARD RECOMMENDS DOWNTOWN FLOWER INITIATIVE (Little Italy) The Board recommended that the Redevelopment Agency and City Council approve the expenditure of up to $200,000 to purchase concrete planters and hanging baskets for placement in Little Italy.
