Process
The creation of a redevelopment project begins with an evaluation and the determination of blight and the designation of a project area. The study period is lengthy and involves an extensive public hearing process. The formal plan adopted by the redevelopment agency describes purposes and objectives aimed at eliminating identified physical and economic blight. This plan must be in harmony with the city's general plan.
Objectives of Downtown's two redevelopment projects -- the Centre City Redevelopment Project and the Horton Plaza Redevelopment Project -- provide the framework for specific redevelopment activities. CCDC negotiates and monitors development projects, buys and sells land within the area, implements relocation programs and provides for public improvements.
CCDC is also responsible for strategic planning and urban design for downtown and impacts development in several ways, including:
- Initiates projects through the public request for proposals (RFP) process;
- Reviews development proposals to assure their conformance with redevelopment law and redevelopment project plans;
- Develops financial programs to assist in the rehabilitation of properties;
- Reviews project designs for compliance with adopted redevelopment plans, San Diego's General Plan, the Centre City Community Plan, and the planned district ordinances adopted for the Centre City, Marina and Gaslamp Quarter;
- Assists developers in the assembly of sites for all types of new development, or to reconstruct or rehabilitate low and moderate income housing.
