Kilkenny is a retired executive from The Otay Ranch Company.

Otay Ranch is an award-winning master planned community in eastern Chula Vista built around a village concept that encourages pedestrian activity and preserves a 17-square-mile managed open space system.

Prior to joining Otay Ranch Company in 1989, Kilkenny served as the legislative counsel for the San Diego Construction Industry Federation (CIF) for nine years.CIF was the legislative advocate for the three major building trade associations in the San Diego region.

From 1974 to 1980, Kilkenny worked as the legislative analyst and chief of staff for members of the County Board of Supervisors.

Kim has been a frequent speaker on contemporary land planning and real estate issues, including growth management, environmental regulations and public facility planning.

Kilkenny received his B.A. from San Diego State University in 1974, majoring in public administration. He received his J.D. from Thomas Jefferson College of Law in 1984 and is a member of the California State Bar Association.
