Cynthia Morgan is a land use and real estate transactional partner at Higgs Fletcher & Mack. Prior to joining Higgs Fletcher & Mack, she served as a Deputy City Attorney in the Oceanside City Attorney’s Office and in the San Diego City Attorney’s Office. She was a Municipal Legal Fellow for the League of California Cities and a Georgetown Law Women’s Law and Public Policy Fellow. Morgan graduated from Michigan State University with a Bachelor of Arts in International Relations and received her Juris Doctorate from the University of Notre Dame.

Morgan’s background has allowed her to represent a diverse clientele that includes developers, community groups, public agencies, and non-profits.

Morgan has extensive community involvement as was noted by San Diego Metropolitan Magazine in 2009 when she was named one of San Diego's 40 Under 40. She serves as Vice-President of the Board of Directors for the East Village Association, is a Mentor for the Building Industry Association and Lawyers Club and is a member of the San Diego Policy Forum. Morgan has also been involved with the Women's Resource Fair Task Force which provides medical, legal, and social services for abused and recovering women and their children and co-chaired the Women’s Resource Fair for  three years. She serves on both the Membership and the Executive Committee for Run Women Run, a non-partisan political action committee.
